A formable, also called a transformation, turns your country into another state when you control every city it requires. Wartime occupation counts. You do not have to be at peace to press the button. Each formable can be formed once per server. If someone else forms it first, it is gone for that server.
Since 22 December 2025 you can transform back after forming. Nothing in the notes says whether reverting frees that formable for another player.
How to form one
- Open the formable panel and read the city list it marks.
- Take those cities. Occupied cities count, but they still cannot spawn your units and they pay reduced tax until you annex them at peace.
- If the formable is medal-locked or win-locked, unlock it before you expect the button to work.
- Form it while you still control every required city.
- Keep at least one home city that can spawn troops. A run that is entirely occupations cannot replace losses.
War justification is the usual bottleneck, not the last click. Europe costs 50 political power and the world map costs 17, plus 10 to declare. See alliances and war.
Counts do not agree
Two published counts are both in the record, and they measure different things:
- A September 2026 accounting says there are 151 unique formables, while progress percentages are calculated against 363 formable-nation entries. Austria-Hungaria is the example given for a state that counts twice.
- An earlier transformations table says there are 229 formables and prints a named list. This site's formables catalog includes every row recovered from that table. It is not a claim that the live game still has exactly those 229, or that the table was complete when it was printed.
Use the in-game panel for the city checklist. Use the catalog for who is recorded as able to form a named state, which map it sits on, and whether medals or wins gate it.
Medal shop and win gates
Medals are earned, not bought. These shop prices are published:

British Empire unlocks at 3 wins. Golden Horde unlocks at 5 wins. On the Europe map, British Empire is also documented as needing only two countries, and BRICS is documented as formable immediately. Forming BRICS on the world map is the case tied to an exclusive title. Kingdom of Bohemia and BRICS were added in the October 2025 update.
Five formables carry a badge: European Union, German Empire, Soviet Union, Teutonic Order, and Japanese Empire.
Milestone rewards
The milestone track launched on 18 October 2025. The counts below use the 363-entry figure, not the 151 unique figure. If your profile is counting unique formables instead, the percentages will not land on these integers.

The October 2025 announcement highlighted the title steps at 10%, 30%, 50%, 70%, and 90%. The fuller table also pays 50 medals on the in-between steps. The 5% step, 18 entries, is the first payout. Spend those medals on a shop-locked formable you can hold, then keep climbing. Win rewards and task medals are in medals and the shop.
Map shortcuts
Formable requirements follow the map you loaded. Only the Modern and Capital Only scenarios have formables. World War I, World War II, New Order, and Imperial War do not. BRICS and the two-country British Empire shortcut are Europe-map cases. Dominion of Canada is described as needing only Canada and no extra territory; it was not in the named table recovered for this catalog, so confirm it in the panel before you plan a run around it.
