What is Anti-Aircraft?
Anti-aircraft is research-gated. The war rules call it the only ground unit that can attack planes. A tips walkthrough calls it hard to manage and says it cannot be spawned in occupied territory, which is already true of every unit because occupied cities cannot spawn troops.
