What is Manpower?
The documented maximum is 2% of population. The same notes add a further cap of 50,000 once population exceeds 2.5 million. Because 2% of 2.5 million is exactly 50,000, that second line reads as a ceiling on the 2% rule rather than a second unrelated number, but it has not been re-tested here. Daily gain is usually +0.014% of population. City upgrades, annexations, and technology raise the pool. The group bonus is a permanent +5% manpower.

How do you get Manpower?
Wait for the daily gain, upgrade city tier, annex land, and research. A 60-minute 2x manpower boost costs 40 Robux and is optional.
How do you use Manpower?
Do not spend the opening 60,000 on the first infantry button if a neighbour can declare. City defense upgrades also spend manpower, so walling every city and fielding a large army at the same time drains the same pool.
